Second challenge from 'If you give a crafter a cookie' for February 2017

and here is the inspiration for challenge #63


 And here is my birthday card creation,

 I made each balloon and foam taped them to the card. 
I have 5 layers of matting and I embossed the top mat of the card 
And there is a plain section on the inside of the card for writing
